Charles H. Mercer, Jr. is a partner of Nelson Mullins Riley & Scarborough LLP who practices in Raleigh. For more than 25 years, Mr. Mercer has represented clients before North Carolina state and federal courts and administrative boards and commissions.
Mr. Mercer's litigation experience ranges from commercial litigation to product liability to state tax controversies. He has represented plaintiffs and defendants in civil litigation, primarily handling matters for corporate clients. He has served as defense counsel in connection with product liability claims and has represented creditors with claims filed concerning insurance company insolvencies and clients in business, commercial, and other disputes.
Mr. Mercer represents corporations and individuals in state and local tax cases involving ad valorem, corporate income, and sales and use taxation issues, representing such clients before administrative boards, commissions and courts. He also advises clients in the areas of government relations and economic development. (See selected reported cases at left.)
As a frequent seminar speaker, Mr. Mercer has spoken on various subjects to such groups as the American Bar Association, North Carolina Bar Association, Practicing Law Institute, North Carolina Association of Certified Public Accountants, and the Institute for Professionals in Taxation. He has taught at Campbell University, Duke University, and New York University schools of law, and he served as special counsel to former N.C. Congressman Ike F. Andrews.
Active in community matters, Mr. Mercer has served on several boards and commissions, including the N.C. State Banking Commission and the N.C. Local Government Commission, and he served as chairman of the N.C. Property Tax Commission. In 2002, N.C. Governor Michael Easley appointed Mr. Mercer to the Commission to Modernize State Finances. He is a member of the University of North Carolina Board of Governors and a former member of the Duke University Divinity School Board of Visitors.
He earned a Master of Public Administration from Harvard University in 1984 and a Master of Laws from New York University School of Law in 1977. He earned his Juris Doctor from the University of Miami Law School in 1974, and his Bachelor of Arts in Political Science from the University of North Carolina at Chapel Hill in 1969.
